Missing archer bonuses

Has anyone else noticed that archers miss out on some of their bonuses? It first happens at level 21 when they don't get their +1 to thac0 and damage. I know that if you level up to level 40( cap removed) they only have +9 instead of +13.
Is this intentional or just a weird bug?

Archer bonuses slow down after level 18 (I believe to every 5 levels instead of every 3).

Specifically it is mentioned in the TOB manual. I beleive if you don't install TOB and do have the cap removed you still get +3 per level, but once you have TOB you use the +5/level after 18.
