you find first the hanging gardens (which turns out to be a translation key to other books) but to find out about the egg of time and divine metaphyics who do i talk to? besides the man in the fighters guild in balmora?

Depends. If you make your career in mages Guild you're going to need them. There are 2 NPC you may discuss them with, not necessary with both, they are alternatives, just in case you might kill one :D (however, nobody of them is in Balmora). You should have got a hint from Balmora bookshoper, she should mention one as a little secret, IIRC.

Is it possible to finish the 'dissaperance of the dwarves' quest when Trebonius is dead?

Slightly spoilerish - those books become important as one of the "backpaths" to the main plot.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Let me rephrase my question then: Is it possible to find out why the dwarves dissappeared when Trebonius is dead? I am asking this because the mage guild thread in my game does not seem to be in order, all other mages are talking about Trebonius like he is still alive. But I am intrigued by the question: How did the little fellows suddenly dissappear? I did (warning: possible spoilers coming up) talk to the last dwarf alive and Vivec but they both weren't looking when it happened. And I have all these books that seem to have something to do with it... I wonder if the question is ever going to be answered. Maybe when I go to Red Mountain do kill DU?

IIRC, you definitely may ask Dagoth Ur about this (and other things as well). However, isn't it a bit too late?
Altogether the quest giver is Trebonius ...
