He is Anomen's servant/messenger to give him a bad news (death of his sister). A few days after we left his house, we went to the Temple District to do Unseeing Eye quest. Terl appeared in the sewer, but he has nothing to say. He followed us (or Anomen rather) and even fight with us all the way during the quest, even killed some gauths and mummies. It's nice to have an extra pair of hands, but how???

That happened to me too. It might be some timing problem where he needs to eventually talk to Anomen again. He got wiped out in my quest but showed up later unhurt.

It's weird even though I moved to the other area, he still following me. And after I finished the quest, I went to the Temple of Helm, and, yes! he appeared there as well.
