Optimization and Tweaks

This game is far too unoptimized for my tastes, even though I love the gameplay and the huge world. I am running it on a 2.4 Ghz Pentium 4 with 1GB of RAM with a Radeon 9700 Pro. However, when in towns and cities, I barely get around 20 FPS. I was just wondering if anyone has any tips on tweaking or optimizing the game. I have the latest patch installed, and I don't have any of the expansions.
