Enchanting Question

I found a petty soul gem and put the soul of a quar in it, and found the enchantment guy in the moonmoth fort. When I try and enchant something it never gives me effects. What am I doing wrong? I choose the item I want to enchant and the gem but no effects.

There should be a list of effects options in a box under where you put the soul gem, itewm, etc... but the effects you can put on an item come from the spells that your character knows. So, to make a sword enchanted with fire damage, you first have to be able to cast a spell with fir damage.
