I love the Harpers, for they are determined. They would sacrifice 100 members just to stop a crappy goblin raid, and still think it a job well done.
I am confused about them though, for I know they are there to protect the people, though they don't really care about them, yet they seem to be fussy over what they are willing to stop. In Amn, they have stopped many raids by creatures who have wandered into/near Athkatla, yet in the book Shadow's Witness by Paul Kemp they don't give a crap about a Shadow-Demon who is right in the heart of Selgaunt turning everyone in its path to ghouls.
Why are the Harpers so arrogant and secretive if they are their to protect the people?

The sinister majesty of the summoning chamber served as a pointed reminder to the one-eyed assassin that Krollir Venastin - the Righteous Man - was not only the guildmaster for the Night Knives but a servant of Mask the Shadowlord
Harpers aren't there to protect the people, they are there to maintain a balance between good and evil. Thats why Jaheria and other harpers are of neutral alignment.
If I asked, would you answer? Its your problem. Its a deep, deep problem. I have no way to ask about that... I have no elegant way of stepping into your heart without tracking in filth. So I will wait. Someday, when you want to tell me, tell me then. -Bleach
Lots of Harpers are good aligned, for example all Rangers according to second edition. Druids are the ones trying to maintain balance...
