Harpers

I love the Harpers, for they are determined. They would sacrifice 100 members just to stop a crappy goblin raid, and still think it a job well done.
I am confused about them though, for I know they are there to protect the people, though they don't really care about them, yet they seem to be fussy over what they are willing to stop. In Amn, they have stopped many raids by creatures who have wandered into/near Athkatla, yet in the book Shadow's Witness by Paul Kemp they don't give a crap about a Shadow-Demon who is right in the heart of Selgaunt turning everyone in its path to ghouls.
Why are the Harpers so arrogant and secretive if they are their to protect the people?
