Winged Twilights aren't strong enough for constant-effect enchantments - you need the souls of Golden Saints or Ascended Sleepers.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

I remember reading somewhere that Winged Twilights would do CE, but unfortunately they don't. Only Golden Saints and ascended sleepers work.

No - Winged Twilights have never been strong enough.

The place that mentioned winged twilights as strong souls was the woman in hermatige in sadrith mora, they were to build your stronghold.
