I recently installed TOB and have noticed that when I start a new game and I choose my alignment - lets say: Chaotic Neutral(sp?)-
when I start I have Lawful Good stuff ( 2 cure light wounds,2 slow poison and 2 Draw Upon Holy Might)

Aren't those abilities slightly randomized anyway? I've started two games as Chaotic Good, and got a Draw Upon Holy Might in one and a Horror in the other...

When starting a new game as a NG character, I've had some inconsistent experience with the starting powers, as well, occasionally getting some of the evil powers instead of the good ones.

I started CN, and I have Larloch's Minor Drain, Slow Poison, CLW, Draw Upon Holy Might, Horror... weird blend
