Ok this is killing me i can only create magic weapons with a +1, how or when am i able to create weapons with shocking ability's or somthing? is it level dependant or do i need a scroll, or spell memorized? thank you

You want shock? First you have to be caster level 8th, and must have call lightning or lightning bolt as a spell. (quoted from 3.5 DM's Guide). Shocking Burst is CL 10 and same spells. So, your wizard needs to get 3 more levels. And good luck getting them.
