I have one character that has beatin the game and I know he can't be a vampire because of the immunity to diseses, does this mean he can't be a werewolf?

No, he can still become a werewolf during the main BM quest.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

However, as described in Bloodmoon Abnormalities there's a following issue:

"Lastly is a very difficult circumstance to get yourself in. It has to do with becoming a werewolf and a vampire in a particular order. If you do it just right, it is possible to become a werewolf with a sideways oriented vampire head.

There's no workaround to this other than to avoid becoming a werewolf and a vampire with the same character. Pick one or the other. "
