Where is the person that gives you the lich quest in Ust'Natha? Ive been looking for quite awhile and cant find him.

Just north of the tower there should be a merchant trying to get your attention. You may need to complete something first in order to trigger his arrival, though.

This is the tower of Deirex the Lich. Entering it is difficult, however, as the doors have wards on them to keep anyone from entering. At some point while wandering Ust'Natha, you'll meet up with a thief that claims to have stolen a magical rope that will allow you into this tower. Take the rope and enter the tower. You'll be forced to fight Deirex (obviously), but you can grab some good loot afterwards (including the Crossbow of Affliction +4). When you grab a particular piece of loot, you'll be trasported to a room where you'll meet Jarlaxle, a thief that set you up to kill Deirex for him. Even though this will tend to anger you, he does explain that you have the means to enter the House of Jae'llat now (area #9). Once the conversation is over, Jarlaxle will transport you back to Ust'Natha. Feel free to raid the House of Jae'llat at this point if you'd like, but be prepared for a fight.

I believe the mage(thief,if you prefer Image ) will always show up after the first time your party visits the Temple of Lloth(at least in all of my games)

I said 'merchant' because he sells the rope and didn't want to give the whole thing away. In actuality he is revealed to be a thief.

Well, you can actually threaten to paste his pansy glutes and he meekly turns over the rope, briefly mentioning how things weren't supposed to be like this...
