Help !! Silence
Permanency
maybe the "silencing" spell was made permanent (permanency spell). in this case, it can only be dispelled by a character of higher caster level than the one who casted permanency ... just an idea...

"A wizard is never late, Frodo Baggins. Nor is he early. He arrives precisely when he means to."
I’m using the patched version and I have the same problem. It happened during a battle with Falrinth on Dungeon Level 3. Fortunately, the two PC’s affected are a rouge and a barbarian. When I click on the little white tab below their character portraits, “690/700” appears. The silence never expires and my rouge cannot use scrolls with his “use magic device” skill.
Hopefully it will be fixed when the next patch is issued soon (I hope).

Sometimes bugs appear out of nowhere and destroys the game when you didnt experience bugs before.
Some of theese errors appear to be script-based, try reinstalling the patch or maybe the game and the patch in the same path on your drive, you'll keep old savegames and overwrite corupt scripts.
I did this once and it worked, i played LG and couldn't do the pirates quest in nulb( everybody attacked me ) After reinstalling the problems were solved

Oh, When all else fail, put the Dwarf up front!
A solution to die for!
This may seem a bit extreme, but compared to losing weeks of gaming time on a program bug, it’s probably worth it. Allow your beloved character to die in melee and then resurrect them. I got into the “big battle” on Dungeon Level 4 and my Barbarian was slain. However, before the battle was completed, St. Cuthbert arrived and resurrected my slain party member (with his full compliment of hit points) to continue the fight. Although the permanency remained on my Rogue who was not killed during battle, the resurrected Barbarian was no longer afflicted.

Yeah - I just had a situation where my looting NPCs looted, but didn't have space for any new items - the white pearls this particular NPC couoldn't fit got dropped on the ground. My scavenging PC went to pick them up, but the game flagged them as non-droppable in my PC's inventory - I (my PC) got the message that "the NPC will not drop this item" whenever I tried to sell or remove move them - but my PC had them, NOT an NPC!
*audience begins to yawn*
Ridiculously long story, I know, but the point is I simply attacked and killed my leader... my hero, my favorite PC - just to get those damn pearls out of his inventory. Then I resurrected him!
*crickets heard in background*
Thank you, thank you... I'm here all week!
*tap dances off stage*
