need some construction help....please

hi , to all you people who master the art of construction
i finaly got to the last quest in morrowind (the one to kill Sotha sil)
so i went to clockwork city and survived the dungeon
untill i got to the Dome of Serlyn , when i entered the dome
all the place was grey , at first i thought this was the puzzle (a blind test) , the when i consulted the internet , i found out that it wasn't ,the solution was to fix the problem of fogging from the construction set (my vga card being so weak...

)
so i followed the instructions ... but guess what made my day ... the constuction set was not oppening the Tribunal.esm file

so please can someone tell me how to fix the problem from the in-game console

other solutions would be appreciated

Methinks you mean the last quest in Tribunal...
Sorry to be anal, it's just the way i am.

Oh, and I have no idea about the whole construction thing.

you need to load the morrowind file as well
