If I understand well, to make weapons you need something magical or masterwork...
Beside Otis, anywhere else to get masterwork items? Otis always have the same or there is a random with time? (mostly, where could I find a few masterwork polearms)
Also, can you create the best item right away, or you improve 1 step by 1 step no matter what?

Here's what I've found, with some research, and by searching the Atari ToEE board. Pardon the spoiler, but I want to be careful.

1) Rannos & Gremag have a Masterwork Maul (which goes under Greatclub proficiency, surprisingly), though you generally have to pay an arm and a leg for it. If you feel that determined for it, you can wait on the quests involving them, or otherwise you won't be able to buy it. However, there is one available later.
2) There are some masterwork weapons in barrels within the East-Southeastern section of the Temple's first level. These are a war hammer, a glaive, and a (surprise, surprise) a maul.
3) The Circle of Eight's famed ToEE mod adds masterwork weapons of every type, including racial weapons and crossbows (which don't seem to have any masterwork or magical incarnations at all). The price is something I don't know about, since I honestly haven't installed it myself. Just thought I'd mention about it.
Concerning enchantments: You can put as many as you can at one time. However, depending upon your total gold, and how much experience that the character who is enchanting whatever has to spare. The amount of experience that you can sacrifice is only up to how much they've had between levels. So, a person who is not exactly at, say, level 10 will have quite a bit to spare, but won't be at a level to provide certain enchantments (certain enchantments do require certain levels to be available; see the "magic weapons - the making of" thread for more details). If you are at a level for the right enchantment, and have enough gold and spare experience, you'll have little trouble crafting that weapon that your heart desires.
