Entering Arcana Archives II

How do I actually enter the Smithy/Arcana Archives II in Amrethkan?

There appears to be a staircase on the roof, but I've been wandering all around the block trying to find a way up onto the roof . . . what am I missing?

You have to go into a house to get to the stairway up.
