I've looked everywhere, where the heck is he, and i have the blood, and the flesh, so i really want it, and am evil, so where the heck is the guy???!!!???

Just left of the inn, were the other merchants stand, but you have to have read the letter in the tanners shop...

He's at the north end of the village, next to the other merchants, by the inn.
