Couple of questions, sound files and NPC inserts

Is it possible to extract sound files?
I see wave files .wav, thou they are just static on winamp.
There is also sounds.bif, I see talk about Bif Editors but cant find one.

Also has anyone see commands to summon NPC's?

That was a truly greatwalk thru, my first time using GameBanshee walkthrus, I decided to try the boards.
