When will you end this baby cry? If your Caps has gotten stuck, use the Shift to counter.
It cannot be the Azura Star, it's the item and the quest all by itself.
If you're following the main storyline you'll eventually come by Moon-and-Star (rather soon than late).
I cannot recall the place and conditions you're spaking about. There are the places in the game you can access only during the certain hours (usually when the Sun and the stars (the Moon) replace each other on the sky).
