Got this as a selection for my rogue but cant seem to find any information about what this feat actually does.
I assume it makes the multiplier from a critical hit go up but no description is listed and I cannot find it listed in the 3.5 rule book.
Any idea?

My guess would be that you saw "crippling strike." This is a class specific rogue special ability that takes 2 points of strength from the opponent every time the rogue hits with a sneak attack. It is on page 51 of the 3.5 edition rule book or page 63 of the ToEE instructions.
From personal experience, I can say this is very helpful for powerful opponents. However, by the time the rogue gets this ability, the sneak attack damage alone can usually kill any weaker opponent, which means that lowering their strength doesn't really matter.
