The Voice (Random Question)

Has anyone ever done CreateCreature with CLUA console and created something called "voice"? It makes a mage who every 5-10 seconds will say how much of a disgrace to your heritage you are. He doesn't do anything (aside from yelling at you), and if you attack him he explodes. But I was just curious if anyone knew if he was part of a dream sequence that was cut out. I've just been curious about it for a while.
