Lady you get quests from in Hluula or w/e manor has 1 or 2

I get mine from the Quest-givers (or nearby folk) in either Thieves Guild or Morag-Tong, and possibly Hlaalu House - think you have to be a Guild member (and/or high-ranking one maybe) before some of them will Barter with you.

But I am close to max on Security skill anyway.... so I find I can often open 100-level doors etc with Journeyman's now

I only use my Master's if I'm in a real hurry while in Chameleon with lotsa NPCs around!

There's also the Scrolls of Opening which are pretty powerful, and you can get them lots of places.
