I've located the master sec. trainer (Balmora) but he can't level over my governing skill level... obviously, thus I need some cheap "ingredients" that can temporarily boost my Int. no matter how much it boosts, as long as it is cheap b/c you have to rest 2 hours after... obviously lmao. I believe Ash Yam does the trick but I dont know where I can find a plentiful supply of it?
Any ideas???

surely it would be easier to wear some kind of constant effect fortify intelligence thing? otherwise you'll have to take a potion for each time you want to train because the effects would wear off after the two hour training

You can get an unlimited amout of Ash Yams from the guy at the shrine with the red robe in Sadrith Mora, Wolverine Hall.

or you could always make potions that last as while like 180 sec. or something but the time is usually totaly random.

There should be the "Mentor's Ring" in a cave north (I assume it's north...) of Seyda Neen. The Ring fortifies your int by 10 or so, constant effect.
...but it also could be that it fortifies personality.... :(

Mentor's Ring is a CE fortify INT and WIS 10 points each. To make a potion of fortify INT you need ash yams and netch leather. You could always just practice your lockpicking until it gets high enough. Buy the doorjam spell (lock 10 pts) cast it on a door and then pick the lock. You build up your alteration and security skill at the same time.

theres an amulet that you can find somewhere - not very helpful directions, I'll admit - that locks for 5 points. you can use that as well if you find it - or make one.
