Use Restore Magicka potions.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Not unless you edit the sign in TES.

I know of no way of editing a savegame. However, you can use the console to change any skill, like this:

player->setconjuration n

where n is the number you want to set it to. Replace conjuration with the name of any skill you want to change, while eliminating any spaces:

player->setmediumarmor n

This also works for attributes and health.

If you have sign of the atronarch you can regenerate magicka at any imperial shrine by selecting restore attributes. If you are a member of the imperial cult its free, if not its still cheap.

There is no magic spell to restore magic, it is illogical. Like I said simply go to an imperial alter like the one in Aldruhn, Sadrith Mora, Ebonheart... and choose restore attributes. It doesn't usually restore magicka but it does for the Atronach.

Absorb spell spell

I believe the 'Spell absorption' spell recharges your magicka if you are hit by someone elses spell. At least it seems to work with my Breton/atronach sign character. Mostly I rely on homemade restore magic potions or I just eat daedra hearts and that stuff you get off on winged twilights.

Sorry if this is what you meant but just to be clear the sign of the Atronach naturally grants you constant spell absorption so there is no need to cast it. If you do cast it, however, it will increase your chance of absorbing magic.

Yep, that's what I meant. I should have specified that the Spell Absorption ability was an inate feature of the Atronach sign (the other feature being the Stunted Magicka). No one had mentioned it as a way to recharge your magic bar and I was pretty sure it worked that way as I had a couple of fights with mages where when I was done I noticed my magic had been completely recharged. Now I wonder how Spell Absorption works in relation to Reflect or Resist Magicka, as I often have all these spell effects going at once?

Last time i checked, the sign of the atronach gives you Reflect as well as Spell absorbation and stunted magicka
i'd assume that it tests for one first, then the other if the first doesnt work.

Check again. As far as I can tell the Atronach sign gives you 2.0X Intelligence multiplier and a CE innate "spell effect" called Wombburn. Wombburn has two properties: Stunted Magicka and Spell Absorption 50%. No Reflect spell effects. I believe Bretons have an innate racial effect of Resist Magicka 50%. The only Reflect Magicka I have appears to be coming from Marara's Ring (20% CE reflect). With Savior Hide I have an additional 60% CE Resist Magicka (for a total of 110%). I still take damage from elemental fireballs (like those cast by dremora lords). Can't tell if any of it is reflected back though. At 20% reflect does it mean I have a 20% chance of reflecting a spell or does it mean 20% of all harmfull spell effects are reflected each time I'm hit?
