1D12, 20X3
This means that the weapon does one twelve sided die for damage. minimum damage of 1 (plus str. modifier) maximum damage of 12 (plus str. modifier).
The information after that indicates that the weapon threatens a critical hit on a natural roll of a 20 on a 20 sided die. If the threat is confirmed (roll again, and if the next roll hits the enemies armor class it is a confirmed critical hit) then the weapon will deal triple normal damage. minimum 3 maximum 36 (plus three times the strength modifier).
2D8, 20X3
This means that the weapon does two 8 sided dice for damage. minimum of 2 (plus str. modifier) maximum of 16 (plus str. modifier).
The weapon threatens a critical hit on a natural roll of a 20 on a 20 sided die. If the threat is confirmed (roll again, and if the next roll hits the enemies armor class it is a confirmed critical hit) then the weapon will deal triple normal damage. minimum 6 maximum 48 (plus three times the strength modifier).
As far as what is best, that my depend on the weapon, how well it is wielded and by whom. There is also quite a bit of personal preference involved. However, if you are looking for pure damage, the weapon listed at 2D8, 20X3 would be better.
