Some players are confused by this. You install ToB, but then Watchers' Keep appears during SoA, on the map.

maybe its just me but shouldnt this b on ToB forum> neway, once u have bought ToB and dled it on to ur pc, brng up the program named SoA, which will have changed to the ToB icon, then loojk on ur world maop and u will be able to visit a new place, called Watchers Keep, (asupposedly)

If you would check the posts above Fable's, you will able to see that the Watcher's Keep becomes available on your map in SoA. You can go there in SoA now or you can wait till ToB as it will be available in the ToB map as well (even though the ToB map is different than the SoA map).
Furthmore, when you install ToB and run the game for the first time, a big box actually pops up and tells you all this. Now, let me guess: You didn't read that box and just clicked on "Never Show Again", right?
