I'm pretty sure you can buy it from one of the Dark Elf lady at the bottom floor of the temple in Balmora. If I'm wrong, you can go to Kameleon's post (it's at the top) and look for the link that says "Spell Search" or something. It tells you where every spell is in the game. Pretty hand-dandy, if I might say so myself. :D

Correct. In the basement of the Balmora Temple are two priests. One sells Mark the other sells Recall.
