No.. its really really really hard to get that.. its better to just get one of those scrolls with an automatic open 100.. or make your own spell that opens 100 ( which always works

Sounds like Ondusi's Unhinging Scroll to me (this is also a spell)
The scroll im talking about has something to do with eating.. Im unsure of the fancy word for it though. I found a couple of them along with a few Grand Soul Gems in the Dungeon near Pelagiad.. Also if you're interested in making money, the Dunmer at the back of the Dungeon has Ebony Items..

I believe there's a "locksplitter-something" spell that opens 100...
