1-My halforc fighter has Vhailors helm but when i tried to use it's simulactum ability he save versus death and nothing happens??
is this a bug or something like that?
2-My pure thief has attained level 25 but she still hasn't got any high level ability...I haven't got throne of bhaal installed is this the problem or are the high level abilities available at shadows of amn?

ad 1)
I belive that is a bug that is fixed by Baldurdash fix pack.
At least the ToB fix pack seems to adress this according to the baldurdash site.
Didn't check if the SoA fix pack also adressed this.
ad 2)
Yes. High level abilities are ToB abilities, so you need that expansion/part to get thoese.
