I have just realised i have an item "Treadury Orders" It is a request for someone to find the Ascadian Isles land deeds, so "telsi" and "Ordai Helvi" can leave Vvardenfell.

It's one of the Hlaalu House quests. If you're part of Hlaalu, hold on to it until you get the quest concerning it. If not, sell it. There's not much else you can do with it.
