Getting Kangaxx's legs and arms

I'm trying to find the legs and arms needed, i heard they're supposed to be in the same place where the cult of the unseeing eye is, behind some door, northish. I find the door, but i cant find the way to pass it, its locked and cant be picked. Anyone know how do i get pass this door?
