I've heard her romance should come quite quickly. Well, I've had her in a party for around 30 days now, still nothing. Anyone know what will trigger it?

She just started talking to me; didn't so much trigger it as it just happens randomly I think. There are much more in-depth posts elsewhere on the board; I think it may be covered there as well.
I don't think charisma has any influence. Did you already try romancing another? Once you're 'turned' to someone, others will no longer try to get romantic with the main.
With me Viconia started almost as soon as I picked her up (which was on day 1 in the game).
Maybe you recieved some dialogues in the beginning shortly after you picked her up and you responded in the wrong way, i.e chose the wrong option......or maybe you picked her up then rushed off to chapter 4 before she spoke to you.....as romances don´t progress during chapters 1,4,5 and 7...(as far as I know)

I've heard, though not tested, that she won't romance elves or half-elves. Does anyone know if this is true?

I've heard the same thing about elves but wouldn't know from experience. And the catch with romancing other characters is that you're given a choice to make at some point if you have more than one romantic interest in your party (like Aeire and Jaheria or Aerie and Viconia- the fights between them are hilarious btw). After the choice is made, then the others won't have interest, but up until then you'll have both gals after you.
Don´t even know why you all bother with Viconia.....she´s nothing compared to Jaheira...FOR THE FALLEN!!!!....and with battle cries like that she easily outmatches Viconia.....
