I guess it depends, I usually wait till level 30 minimum for Bloodmoon, but Tribunal is different, if my character is weak and flimsy I'll often go to stop the Dark Brotherhood attacks early on. If not, they provide a useful source of income, espicially once they start using deadric wakizhis. (sp)

usually i'd leave tribunal and bloodmoon until i'd got a bit further with a character on the main island, not necessarily doing the main quest though. it does get a little dull after awhile.
i started a character and played solely on solstheim (it was a nord) and only went to the main island when i needed supplies/training i couldnt get on solstheim. it was fun to do, though i spent the entire time sneaking around and being careful so as not to get torn to pieces (shunting the difficulty slider down to -50% for the first few levels helped too).
