How far can I get on taris without leveling up? I want to maximize my jedi prowess later by staying low level now. I've heard of people only going to level 2 on taris. Are they avoiding additional points or are they not performing the action of "leveling up"?

I suppose by not leveling up. You can't avoid the first level-up on the Endar Spire, but the others do not appear to be forced upon you. I'd expect Taris to be difficult with a level-2 player char
I do not see a lot of advantages to this strategy. You will miss some skills and feats, but gain a few force powers. Neither is critical.
You can calculate the results from the class information given in the booklet. It depends on the set of feats, powers and skills you want your character to have, and the way you do combat.

I got through Taris with a level 3 scoundrel, 30 hit points... It was quite hard but if you have Carth with you at all times it's a lot easier, that guys pwns the Rakghouls with his dual pistols ... But anyways I actually like this strategy alot if you want to be a Jedi Consular but don't see much point in it as a Sentinel or a Guardian because you will get fewer combat feats, which you will need for your melee fighting.
I got through Taris as a level 2 scoundrel, it was freaking hard. I don't know if there's a huge advantage to it, but I tend to use a lot of force powers (as a counselor) so more levels as a jedi=better character. All you really have to do to get through Taris at a low level is let everyone fight while you hang way in the back, safe and sound, and shoot wildly (and badly) at your enemies.
The only part of the planet that will really give you trouble will be the dual ring fights (no Carth to save you there). For the most part you can just throw a lot of grenades (concussion in particular) and save often against enemies that use blasters. The only exception to this strategy is Marl because he doesn't use a gun, so against him you have to run in fear until there is enough space between you and then turn and shoot him. It takes a while (and you can almost hear the jeers from the crowd), but eventually he'll go down.
