How can I get the dwarven silverware without the guards attacking me, or even noticing I am stealing it?

Try killing the guards first.Then they won't notice you stealing.
It doesn't matter if you look like an idiot as long as you do it right.

If I kill the guards I shall be expelled from the Legion.

I have tried sneaking but even when I am invisible they notice when the trapdoor is opened and sound the alarm.

just go really fast and pick the lock until the guard gets to you, pay the gold, then since the lock is picked just walk right in and steal. nobody cares, they dont re-lock it. you shoudl drop anythign you have stolen before hte guard comes though, or else he iwll take it.

Two words: telekinesis and chameleon. You might need only one of them, with both it's a piece of cake.

I have never used Telekinesis, but I have an scroll of that with me. How exactly should I use it?

You cast the telekinesis spell, then think of your arms as being exceptionally long. Point the crosshairs at whatever you want to steal, and stand as far away as you can yet still trigger the item description. Then, hit the spacebar. It's a great spell when you want to open trapped doors and chests, too.
