no cheat command

I press "Shift" and "~" at the same time and it didn't work. Then I tried to press "Shift" then "~" and then i tried holding them both down, but nothing ever happens.It used to happen, but i had to re-install the game and it's not working now. Is it a glitch or do I need a patch (i haven't installed any patches)?
So I offer you respect, and it will take much for you to lose it. But if you do, if you choose to see it as weakness and seize upon your perceived advantage, well...perhaps I'll then let you talk with Guenhwyvar.
