Galur Rithari's Papers- please help (possible spoiler)

Does anyone know where to find Galur Rithari's Papers for Skink-in-Tree's-Shade's quest? I've looked around Vivec for the "secret library" that the papers are supposed to be in, but I can't find it. Any help would be nice.

I think that's the one in the secret undeground library, in the Hall of Justice. There's an office of the guards with a trapdoor, partially hidden by a rug. It's down there, with many other books of no great import.

It also can be found in the HQ of one of Vampire clans. IIRC, there exists the 3rd copy, too, altogether i have lost any idea where i've run into it.
