If you play DSide, just after the last race, speak to him agressively, and you MUST win this last race. Then, speak again to him, and you find him on Sand Beach at the left of the sandcrawler (the bid hull in the middle, I don't know the name ...)

are you talking about on tatooine dawa? because if you are those ppl to the left of the sandcrawler aren't from manaan they are from the hunting lodge.
