Southwest of Vivec. Well, more west. It's on the west side of Vivec. Near the bottom. So yes, Southwest of Vivec.

ebon heart is right where unregisturd said.

mournhold is not visible on your map. you have to go to ebonheart, into the grand council chambers and talk to some chick (don't remember the name) and she'll transport you to mourhold
