where do i find the dagger in the Durlag's tower for the dwarf at the inn at Ulgoth Beard?

how can remove the XP for my characters. i've maxed out on 161,000 and yet i have so many monsters to kill.

You can edit your xp using a game editor like Gatekeeper.
Or you can download an exp. cap remover.
As for the dagger: just do the quest, you'll get there.

Personaly, I just pickpocketed his reward...
