On NPC(Another newbie Q)

I wonder how npc level up. Whether I should let'em kill a.m.a.p, or else?
BTW, when could Skynet( with cybernetic brain) be able to handle energy weapons?

u mean the NPCs that are in your party?
they level up when you level up
or did u mean something else?

They don't level when you do.

They have (several) stages, each geared at different game level 'tiers'. No Mutants Allowed should have a fairly detailed list.
