Not sure but you may have to visit him after your 2nd and 4th ones to get the various encounters with the Trandoshans. I'm not entirely sure, but I think you need to battle the :::7 Trandoshans::: in order to unlock the further equipment bonuses.

Try leaving the station and coming back a few times. Each time you visit, the Rodian should have more stuff available.
