Here they talk about that Nashers boots can be bought of a Djinn Merchant.
Where is this merchant located?

The Mechant is the Djinni in the bottle,
Which you will get in Undermountain from the drow leader

Must have missed that, where did you meet this drow?
And is there any way to get the item when you're already in chapter2?

Ummm, apart from cheating: no.
And well, if it's cheating that you want to do:
## DebugMode 1
## dm_spawnitem alldemonbottle
## DebugMode 0

Apart from that... how did you lose that bottle in the first place? One can hardly miss it in chapter1... it's on the dungeon level where you collect the colored chains, in the possession of a Drow commander that you have to take out to proceed. Ok, it's not in his inventory but in a chest in that room... but still... well, guess you walked past it. o_O
