ToB- Where is Watcher's Keep?

Can you go to Watchers Keep if you imported a final save to ToB or is it gone? Does it become available after Saradush? I really want to play it before I read any spoilers about it as a challenge. I did that with Durlags Tower and the Asylum and it was a blast! That was my favorite quest in BG1. Thanks in advance!

If you kill yaga-shura (the person laying siege to Saradush) then after you will be free to move about as you please and watchers keep should become available
