You don't get to solve that quest very quickly. Go to a place near the scrapyard and a tunnel (that leads to nowhere). Do the quests the man inside gives you, they will lead to this serial killer.

No, different tunnel.

The important thing to grasp here is that some quests can't be solved until much later in the game. Don't obsess over them, your log will keep track of the ones that you haven't finished yet, so you can periodically look into them again.

When it's absolutely crucial to finish a quest before you move on in the game, it will become increasingly obvious as you finish most of your other missions, and don't get any new missions no matter who you talk to. That has happened to me a couple of times so far, and after finishing the neccesary one, I soon gained access to a new section of Los Angeles.

long time coming

You can't solve the serial-killer quest until after you get access to the Hollywood district, so don't fret. In fact, although it starts in Santa Monica, it also involves Downtown before Hollywood and can't be completed until later in the game.

when you get to near the end of it - just make sure you save before confronting the suspect.

there is an interesting way to win that fight, should you choose that option.

black text spoiler below

you end up back at the scrap yard - you can have a Masq violation and let the killer go, or you can scrap it out in the junk-yard.

for some reason, the killer can get stuck behind an oil drum or the pillar - all you need to do is to be the other side of it at a distance and you can kill him with ranged weapons/thaum (blood-strike was fun). have a toe to toe scrap and you had better be inflicting major damage or the aggravated damage will kill you.

look at the key in your inventory. How is it discribed? Is that location somewhere you've been yet? no? where would you likely find a place with a name like that?

Again, patiance, Grasshopper.
