ive got that quest from vv to execute the huntergirly but i dont want to harm other ppl in sin bin...but theres alywas this fat pervert in the first room and i'm not able to send him away etc.
any idea?

There's an money exchanger machine down there which he'll use to get more change(from time to time), lockpick it and take all the money inside. That'll make him leave!

i) pick the vending machine so the fat bald guy can't get anymore money out
ii) pick the office lock - then hack into the computer (password for the computer is in the waiting room on the wall) and shut down the booths .. small cut scene with the guy in the booth upset and leaving
iii) pick the lock of the change room .. enter there and ask the girl smoking for a private show (costs $200 .. maybe less with a good haggle skill)
iv) after the smoking prostitute leaves, pick the lock ? enter the next room .. thats your target .. she is onto you as soon as you open that door so be ready ..

- the fastest way i found to kill this female hunter was to feed on her until she is dead .. fast and silent

No need to pay for a private show. The door in changing room is open, and when Chastity gets a whiff of you she'll obligingly follow you to the corridor where you can then kill her.

You can persuade her into going to that other room for free.
Once she's in that room, u can seduce her.

I also just got Chastity's attention, and then ran out into the hallway and diablerized her where the other stripper couldn't see anything

You might have a problem killing her though if you don't have enough power to feed on her, she hits very hard with that sword of hers
