Gone Fishin' Quest - trigger?

I already played through once, and never ran into this quest in Chinatown. Can anyone tell me how the gone fishin' quest is triggered? I've wandered around and talked to everyone, I think...

Spoiler:

You have to talk to the Japanese girl in the noodle shop. That is the building with the closed roll down window across the street from the White Cloud shop. That activates the quest.

Talk to Ming afterwards to continue the quest. The rest is simple.
