Hello. I have just completed the Charwood: Jhareg's Castle Main Floor and I have made it through Quint's Chambers and Karlat's Chambers. I went to THE CHAMBER OF JUDGMENT and found neither guilty and keep the phylactery. So, I was told, when I do this, that I will free the village from the internal night and the spirit of Mayor Mobley will be waiting for you once you get out of the castle to thank you etc. However, when I leave the castle, nothing is changed. Everyone is still walking around confused and the mayor is in his house also confused like nothing has happened.
Is this a bug or is there something that I have not completed? I believe I have completed all the tasks for this level. If any ideas or help could be offered, I’d appreciate it.

Yes, I thought of that after I posted. Sorry.
I have the patch and I'm on version 1.64 right now. That's the only patch that I know of.
I also tried to logout and back in again and it didn't help. I guess it's not too big of a deal though. I was just curious on what magic item I would have gotten.

Did you locate Belial the Demon Lord within Karlat's Chambers? If you declared neither brother guilty, and didn't find Belial guilty, then the issue was not resolved! You need to find Belial guilty (for the biggest XP reward, anyway), and you will be given Karlat's Phylactery to keep and protect.
Only then does the village of Charwood return to normal.

You have to get all three oaths (Belial, Karlat, Quint) and summon all three before the Guardian. Then you can declare that Karlat and Quint are not a fault, and Belial is - however since he is a demon lord, he can't be punished, and all go free.
