Could anyone tell me how to use these skills please? Can they only be used in the expansion?

They are not used much and when they are - they are activated via the dialog, similar to persuade.
I can't recall many instances, but the onces I remember are in the SoU expansion.

Quite a few user made modules make use of these skills, as well as the other social skills within the game. As Xandax said, they are usually available as conversational choices. They are barely used in the original module.
