The reached the requirements listed for the Brutish Hulk perk on the gamebanshee info page and the perk still isn't available for me. (Requirements: 7 Strength, Level 5, Feralkin)
If any of you have taken the perk or have it avaialalbe can you tell me what level you are/were along with your strength, agility and endurance? Or if you know the real requirements let me know those.

Always take the paper Manual with a pinch of salt. I's very inaccurate in some places, especially Perks.
I suggest you print out the Read-Me notes in your game file. They seem accurate enough.

Lifegiver in two Ranks. I bet you noticed in the Perk list something like:Woundead wrote:From readme:
